Here is just a list of fire nation ranks going vertically from highest rank to lowest.

Fire Nation Ranks and Tags.
Fire Lord: Fire lord
Lieutenant: Lt.
Admiral: Ad.
Regular fire nation army member: (plain name)

This list means that going from top to bottom they get to control who is bellow them.

Example:

Admiral can order around Regular fire nation members but Lieutenants can order both regular members and the admirals.
